Randy was born in Delaware USA in 1981. He was born with Down syndrome and is legally blind. Yet, these conditions have not deterred him in his pursuit of academic and musical excellence. After graduating with Salutatorian from high school, he continued to higher education. He is a graduate of Chesapeake Bible College where he received a degree of Bachelor in Ministry. His faith is the key to his positive attitude toward life.

His interest in poetry, combined with his other interests in piano, ministry and the love of life, has brought him to a new horizon. He has become capable of expressing himself through various forms of the arts, including music, public speaking, and writing. He has authored “The Rhythms of Life”, a collection of Randy’s poems and short articles.

For twenty years, he has taken piano lessons. He has performed at a variety of charity events and functions including the Kennedy Foundation International Award Ceremony; International VSA Festival in Brussels, Belgium; fund raising for Easter Seal on TV16; and the Delaware Governor’s dinner reception. He performed for Delaware Special Olympic Annual Induction. He was interviewed by several TV programs and news including U.S. FOX 29 and TV 12, Taiwan GoodTV and other channels. Also, he was interviewed by the National Geographic Society, and appeared in the "Kids Did It" section in the National Geographic World, August 1998 issue. He was chosen as one of twenty-five people in the U. S. to receive a Very Special Arts "Heroes" recognition, and was included in the “Very Special Arts 25-year Anniversary” special publication issued in March 1999.

In 1995, he received the Delaware Governor’s Youth Service Award. In 1996, he was the recipient of the Delaware Council of Exceptional Citizen Award. In 2004, he received “Exceeding the Excellence Award” from Delaware Governor’s Developmental Council. In 2010, he received Music School of Delaware Alumni Award for recognizing his service to the society and contribution to the humanity. In September, 2010, he was invited as a feature speaker and piano performer at the 5^th China National Special Olympics Games. In January, 2013, he received “Lifetime Achievement Award” from Delaware State Council for Persons with Disabilities.

Randy has a strong faith and is an advocate for people with disabilities. He is a graduate of the Partner of Policymaking Program. He speaks often in churches and social engagements.

Along with his parents, Randy gives witnesses at churches often. He plays piano for nursing home ministries on a routine basis. He is an active member of the First Baptist Church in Dover , Delaware and a key member of the Mimosa Ministry, Inc., a non-profit 501(c)(3) organization. In 2008, a documentary movie, “Waterwheel – The Story of Randy Chang” was published by Mimosa Ministry, Inc.

"Miracle is not for my disability to go away; miracle happens when we give ability a chance." This is Randy’s philosophy.
